Abstract

This article aims to analyze the implementation of e-government in enhancing the effectiveness of public services in Dongko Village, Trenggalek Regency. The problem centers on whether the use of a village website as a form of e-government can improve public service delivery in a rural setting. To address this issue, the theoretical framework of e-government development stages proposed by Layne and Lee (2001) comprising web presence, interaction, transaction, and transformation is employed alongside the success element model by Maulani (2020). Data were collected through qualitative observation of the village website and relevant documentation. The study concludes that the implementation of e-government through the Dongko village website (https://dongkodongko.trenggalekkab.go.id/), operational since February 2017, has positively contributed to improving public service effectiveness. The website provides features including village profiles, legal documents, budgeting information, and a self-service portal accessible via National Identification Number (NIK). Despite geographic challenges affecting network connectivity in this highland village, the e-government initiative represents a meaningful step toward digital public service transformation in rural Indonesia.
